Independence in UNHCR evaluations

In his 20 April letter, Jeff Crisp commented on the joint NGO proposal for an independent assessment of UNHCR RSD activities. The NGO statement proposed: “The evaluation should recommend rights-based RSD procedures to be followed consistently by all field protection officers with a mechanism to ensure their implementation.”

 

Mr. Crisp objected: “It goes a little against the spirit of an independent evaluation for your own proposal to stipulate what one of its recommendations should be.”

 

Would advice for an evaluation of UNHCR's RSD procedures be more consistent with 'independence' if it was recommended that they should be non-rights based?
